BY-LAWS of the

CITY OF GUNNISON YOUTH CITY COUNCIL (YCC)

ARTICLE I: IDENTIFICATION

Section 1. Name. The name of the group is the Youth City Council or YCC

Section 2. Address. The address of the YCC is PO Box 239, Gunnison, Colorado 81230

ARTICLE II: MEMBERSHIP

Section 1. Selection Process for Members. In September of each school year "Information Sheets" will be distributed in the Gunnison High School, The Gunnison Alternative School and home schooling programs. Students will be asked to fill out the Information Sheets if they are interested in serving on the Youth City Council and return them to the Youth City Council Advisory Committee by the end of September. Students will be interviewed individually by the Advisory Committee. The Advisory Committee will make a recommendation to the City Council and the City Council will make the appointments. Youth Council Information Sheet is attached.

Section 2. Qualifications. A.) Age. Membership shall be open to all who attend the Gunnison High School, the Gunnison Alternative School or are home schooled, between the ages of 14 and 18 years of age. Every effort will be made to assure that a diverse group of young people are represented on the YCC. B.) Adults. Adult participation shall be in the form of one or more members of the City Staff, interns from Western State College or community volunteers known as the YCC Advisory Committee.

Section 3. Number. The Youth City Council shall consist of up to (9) nine members.

Section 4. Term of membership. Members shall serve a one year term, with the option of applying for subsequent terms. Terms will run from September to September of the next year beginning September 2000.

Section 5. YCC Absences. A. Excused. An absence will be considered excused if the member calls a member of the Advisory Committee prior to the meeting, or if in the case of an emergency, up to one day following the meeting. Members will be allowed (6) six excused absences per one year term. B.) Unexcused. Absences will be considered unexcused if the member fails to call a member of the Advisory Committee prior to the meeting, or within the following two days after the meeting. Members will not be allowed any unexcused absence per one year term. This does not apply to special or task force meetings. In special circumstances, exceptions can be made to this rule as determined by the YCC/Advisory Committee.

Section 6. Removal. If a member has had one unexcused absence, that member will no longer be eligible for membership for the duration of his/her term. The individual shall be eligible to apply for membership during the next year.

Section 7. Vacancies. If a vacancy occurs during the normal membership term, City Council can appoint individuals to fulfill the duration of the term. The newly appointed individual may then apply for a full term during the next recruitment cycle.

Section 8. Quorum. 51% of the active members shall constitute a quorum.

Section 9. Regular Meetings. Regular meetings shall be held twice a month, on the second and fourth Sundays of each month at 6:30 P.M. The YCC may at any time, by majority vote of a quorum, change the regular meeting days and time to better accommodate the needs of the membership. Meetings will be conducted according to Roberts' Rules of Order Newly Revised 1990 Edition.

Section 10. Special Meetings. A.) Task Force. Task Force meetings shall be determined and scheduled based upon the needs of the membership. Task Force shall include Membership, Allocations, Community Service Awards, and others. B.) Other Special Meeting. Other special meetings shall be determined on an as-needed basis.

Section 11. Duties. The YCC will make recommendations to City Council on youth related programs, policies, and allocations. Members will also assume a liaison relationship between the youth community and the City Council. Within this, members may take on specific tasks to better advocate for the youth community. Members may also serve as liaisons between the City departments and the YCC.

ARTICLE III: OFFICERS

Section 1. Number, Tenure and Qualifications. There shall be a Mayor, Mayor Pro Tem and a Secretary. Officers will serve one-year terms. Officers must be active members of YCC.

Section 2. Duties. Mayor will meet monthly with the YCC Advisoy Committee to prepare meeting agendas and discuss issues related to YCC, chair all meetings and encourage full YCC participation and leadership in YCC activities. Mayor Pro-Tem will have the full responsibility of the Mayor in the Mayors absence. Secretary shall keep minutes of all board meetings and distribute them as needed, will contact the Mayor for the agenda items, type up the agendas and will keep a note book of YCC minutes and agendas.

Section 3. Officers may Delegate Powers and Duties as necessary.

Section 4. Vacancies. Vacancies will be filled by the vote of YCC.

Section 5. Removal. Officers who fail to perform their duties satisfactorily can be removed by a two-thirds vote of the members and final approval by the YCC.

 

ARTICLE IV: AMENDMENT

These By-Laws may be amended at any time by the vote of two-thirds of the active membership of the YCC and approved by the YCC Advisory Committee.
