Gunnison/Hinsdale Combined Emergency
Telephone Service Authority

The Gunnison/Hinsdale Combined Emergency Telephone Service Authority (Authority) is a separate entity from the City of Gunnison. Because the Finance Director for the City of Gunnison also serves as the Secretary/Treasurer for the Authority, the financial statements and records may be accessed on this website as well. The Gunnison/Hinsdale Combined Emergency Telephone Service Authority is empowered with the operation of an emergency telephone service for exchanges 641, 349, 943, 944, and a portion of 862. It also includes wireless communications within portions of Gunnison, Hinsdale and Saguache counties. The Authority is authorized to collect an emergency telephone charge equal to the amount authorized by state statute. The current surcharge is $1 per phone line (cell and landline). Vendors are allowed a 2% vendor fee upon timely filing and payment of the return. Returns are due on the last day of each month following the month of sale. Funds collected are used to pay for the cost and installation of equipment, charges to service suppliers, related personnel expenses, and other costs directly related to the continued operation of the emergency telephone services. The governing board for the Authority consists of seven voting members: Mike Miller - Crested Butte Fire Protection District; Jack Crumpton - Crested Butte Marshall's Office; Keith Robinson - City of Gunnison Police Dept; Rick Besecker - Gunnison County Sheriff's Office; Dennis Spritzer - Gunnison Fire Protection District; Ron Bruce - Hinsdale County; and Hank Smith - Mt. Crested Butte Police Dept. All appointments are for a period of two years. Also serving on the Board as non-voting members are: Chuck Dotts - City of Gunnison Dispatch; Scott Morrill - Gunnison County Emergency Services; and Wendy Hanson - Secretary/Treasurer. Board meetings are held quarterly to review financial transactions and discuss current and future needs of the Authority.
